FBI Director Assures India of Swift Action on Attacks, Cyber Threats, and Extraditions

India and US Discuss Collaborative Efforts to Combat Terrorism and Cyber Threats

In a recent visit to New Delhi, FBI Director Christopher Wray reassured India that the US is actively investigating the attacks on the Indian Consulate in San Francisco. Sources indicate that the FBI is making aggressive efforts and plans to share credible leads soon. Wray met with National Investigation Agency (NIA) Director Dinkar Gupta during his visit, focusing on strengthening collaboration between the two agencies.

 

Addressing Khalistan Supporter Attacks on Indian Consulate:

The attacks on the Indian Consulate in San Francisco by Khalistan supporters in March and July were discussed. The NIA team’s visit to San Francisco in August yielded some leads, which were shared during the meeting. The agency chiefs also discussed Washington’s allegations of an Indian link to a foiled plot against Sikh separatist Gurpatwant Singh Pannun on American soil.

 

Concerns Over Freedom of Expression Misuse:

India raised concerns about the misuse of freedom of expression during the meeting. NIA emphasized the growing nexus between terrorist outfits, elements, and organized criminal syndicates in the US, pointing out the challenges posed by this alliance.

 

Focus on Real-Time Intelligence Sharing:

Both agencies engaged in detailed discussions on enhancing real-time intelligence sharing to make informed decisions promptly. The meeting also touched on pending extraditions, including that of 26/11 Mumbai terror attack co-conspirator Tahawwur Rana.

 

Cyber Threats and Cryptocurrency Challenges:

The NIA chief highlighted the increasing threats in the cyber domain and the effective exploitation of digital space by terrorists for radicalization and recruitment. The use of cryptocurrency for terror funding was also discussed, along with the difficulties law enforcement faces in obtaining data from encrypted apps.

 

Challenges in Crypto Transactions Tracking:

Acknowledging the challenges posed by newer technologies, both agencies recognized the difficulty in tracing and investigating cryptocurrency transactions. The discussion highlighted the challenges posed by organized crime networks, cyber-enabled terror attacks, ransomware threats, economic crimes, and transnational terror crimes.

 

Extradition Requests and International Relations:

The United States is seeking the extradition of an Indian, Nikhil Gupta, allegedly linked to a plot against Gurpatwant Singh Pannun. The extradition request has been admitted by the Czech Republic authorities, although New Delhi has stated that the charges contradict government policy.
